Profile: Talha Arshad is a Field Coordinator on the State Authority Project. He completed his MSc (Accounting & Finance) from The University of Lahore in 2014. His main duties are in working with Project Coordinator & RAs to help with research study design and translations and assisting Project Team with day to day workings on survey questions, transcriptions and data entry, where necessary. His research interests include Social Welfare, Finance and Survey Management. Prior to joining CERP, Talha worked in The Urban Unit as a Field Researcher for Urban Immoveable Property Tax Project.

Profile: Shanze is appointed as the Senior Research Assistant for the Women’s Mobility Project. She graduated with an undergraduate degree in Politics and Economics from Lahore University of Management Sciences. Her interests lie in political economy of development specifically focusing on the case of underdevelopment in the rapidly changing global economy. Shanze has previously worked on Urban Transportation, Labor Markets and Access to Economic Opportunity with Dr. Kate Vyborny, Dr. Hadia Majid and Dr. Ammar Malik at Lahore University of Management Sciences.

Profile: Mr. Shafqat is a public policy and PFM expert and teaches at LUMS and the Lahore School of Economics. He was one of the original members of the CERP team, helping to establish the Property Tax Project. He has worked with governments in Pakistan, Afghanistan, Iraq, Sri Lanka, Kosovo and Nepal as a PFM consultant, helping with business process reengineering and capacity building. Adeel has a Bachelor’s degree in Economics from Lahore University of Management Sciences and completed his masters from the University of Warwick in Political Economy. His research interests include Public Financial Management, public sector capacity building and the politics of global finance

Profile: Muhammad Zubair Rafique has joined CERP as Assistant Field Coordinator. Zubair brings with himself extensive experience of managing large scale countrywide surveys, assessments and evaluations. Young and energetic he has proved himself a reliable manager who is a doer and ensures deadlines are met from planning the survey to the finalization of report. He has keen understanding of project management/execution, monitoring and evaluation, data, field management, managing field for surveys on issues like governance, health, conflict mapping, stakeholders’ analysis, women empowerment, etc. He has worked with all the leading research firms in Pakistan. He is a master’s in Economics from the International Islamic University, Islamabad.
