Profile: Gemma led CERP in its mission to generate high quality economic research and to improve the policy process in Pakistan. She comes from a policy practitioner background, having acted as a public sector consultant to governments in the UK, India and Afghanistan. In this role, she primarily focused on private sector development issues, having spent four years in the Afghan capital embedded in the Ministry for Commerce and Industry and a year in India for the Ministry for Commerce. Prior to her work in South Asia, Gemma worked with a range of UK government bodies at the national and regional level including the Department for Trade and Industry and Her Majesty’s Revenue and Customs. She holds a Masters degree in Economics and Public Policy from Princeton University.
