CERP-CLEAR Executive Education Course: Evaluating Social Programs

Course Description

The focus of the CERP-CLEAR Executive Education Workshop was to introduce participants to evaluation methods and randomization techniques used to evaluate social programs . Broadly, the topics covered included the need for evaluation studies, theory and practice of M&E, designing an evaluation study, and sampling techniques. A major focus of the workshop was to impart a working knowledge of evaluation through group projects.

The course took place over five days. The first half of day one was spent in an inaugural session specially designed for very senior bureaucrats, policymakers and CEOs of private sector companies who could not attend the full five-day training. This session included a lecture to highlight the basics and importance of evaluation and a round-table discussion on the need of evidence-based policy making in Pakistan. Topics covered on rest of the days can be divided into two broad categories: (i) theoretical content and (ii) interactive content such as case studies and group discussions. The instructors delivered lectures on theory while the TAs led the interactive group sessions. Each group designed an evaluation project and delivered a presentation on it on the last day. Participant Profile

A total of 34 participants from government, non-government and academic institutions attended the entire workshop while seven additional participants, including senior government officials and international participants, dropped in for specific lectures.

Lecture Evaluations

A survey was carried out on the last day of the workshop that asked the participants to rate all sessions on quality, structure, usefulness of knowledge and applicability. The participants were asked to rate the lectures on a scale of 1 to 5 with 1 being lowest, 3 as average and 5 as highest. The lectures fared well in all evaluation features, receiving ratings above 4 on all criteria, as shown in the following figure.
