Building Capacity to Use Research Evidence (BCURE)  

BCURE is a series of trainings that aim to increase technical skills and motivation for the use of data and evidence. It has been implemented in collaboration with the National School of Public Policy in Pakistan and Evidence for Policy Design (EPoD) at Harvard University. Under the BCURE program, nationwide workshops have been organised in Islamabad, Karachi, Lahore, Peshawar and Quetta. BCURE training has been put to successful use at the Civil Services Academy and the National School of Public Policy in Pakistan since 2014, and the Harvard BCURE program is the first systematic, civil service-wide effort to change the culture of evidence use in the public sector.

Target Audience

The course is designed for policymakers, public agencies and the broader systems of governance. 

Teaching methods

BCURE employs a blended-learning approach, where participants first complete digital modules individually and then participate in interactive classroom sessions, applying concepts learned through the digital modules to realistic policy challenges in the form of lectures, discussion, and case exercises.

What Participants Learn

It incorporates 7 digital modules deployed online (i.e. Systematic Approaches to Policy Decisions, Cost Benefit Analysis, Descriptive Evidence, Commissioning Evidence, Aggregating Evidence, Impact Evaluations, and Using Data Systems) followed by in-class lectures and discussions. 

Impact

Since 2014, Learning Hub has trained

  • 40 instructors
  • 5800+ civil servants (from Grade 17-Grade 21) across Pakistan within each of the following programmes:
    • Common Training Program (CTP)
    • Specialised Training Program (STP)
    • Mid-Career Management Course (MCMC)
    • Senior Management Course (SMC)
    • National Management Course (NMC)
