Innovative Evaluation Frameworks for M&E

Innovative Evaluation Frameworks for M&E is a three-day capacity building initiative designed for M&E professionals across the public, private, and development sectors who are eager to drive greater impact through social development projects. At the heart of it lies this question: how can we ensure that social development initiatives in Pakistan achieve maximum impact? Collaboration partners for the course are CLEAR Pakistan & Central Asia & Global evaluation initiative (GEI).

Target Audience

The program is designed for a diverse group of professionals who play critical roles in shaping policy and development initiatives, including but not limited to:

  • Practitioners from the development and social sectors.
  • Mid to senior-level government officials involved in policy design and implementation.
  • Researchers, academicians, and evaluation specialists.
  • Managers, project officers, and decision-makers across various sectors such as education, health, and finance​.

Teaching Methods

It uses a blend of pedagogical techniques with in-class lectures, case studies, and group work sessions.

What Participants Learn

Participants will learn to navigate uncertain, resource-constrained policy environments by leveraging existing administrative data. Through faculty presentations, interactive discussions, problem-solving exercises, group activities, and real-life case studies from Pakistan, they will apply advanced evaluation techniques and innovative frameworks. Group work on real-world policy challenges faced by participants in their organizations will enhance learning outcomes, enabling them to design adaptive interventions and maximize program impact. Additionally, panel discussions led by expert practitioners will further enrich participants’ practical knowledge.

It is led by esteemed academics and practitioners from reputable organizations including LUMS, Asian Development Bank, World Bank Group, SEED, and Global Evaluation Initiative, among others.

Learning Areas include:

  • Deepening participants’ understanding of the Theory of Change and Process Monitoring.
  • Exploring both Experimental and Quasi-Experimental methods of evaluation, including RCTs and Regression Discontinuity Methods.
  • Delving into and practicing Theory-based and Rapid Evaluation Approaches.
