Smart Containment with Active Learning (SCALE)

We helped the Punjab Health Department to build a COVID19 response model that utilises data and insights to make better and faster decisions. 

To respond to COVID19, governments around the world faced two incredibly hard choices: lockdown and prevent spread, but risk economic collapse and potentially many dying from non-COVID reasons – OR – start opening up to minimise the socio-economic fallout, but risk COVID-19 resurgence. We proposed a plan that helped make these choices in the most informed, feasible and timely way. 

The SCALE project demonstrated how CERP can leverage and combine capabilities across verticals for a unique and holistic problem-solving approach. Policy Advisory led knowledge production, stakeholder management, and end-to-end strategic oversight of the programme.

CERP in collaboration with Princeton hosts “Navigating the Energy Transition for a Sustainable Future in Pakistan” Workshop

CERP, in collaboration with the Julis-Rabinowitz Center for Public Policy & Finance (JRCPPF) at the Princeton School of Public & International Affairs and Princeton’s Andlinger Center for Energy and the Environment (ACEE), hosted the second edition of the workshop “Navigating the Energy Transition for a Sustainable Future in Pakistan”. The workshop aimed to address critical questions surrounding Pakistan’s energy policy, focusing on reconciling short-term energy needs with long-term sustainability goals. The event brought together policymakers, industry experts, and researchers to address the challenge of aligning Pakistan’s short-term energy needs with long-term sustainability goals. The workshop featured insightful sessions on energy sector policy issues, clean energy infrastructure planning, and demand forecasting. Smart Containment with Active Learning (SCALE)

Client: FCDO/Punjab Primary and Secondary Healthcare Department

We helped the Punjab Health Department to build a COVID19 response model that utilises data and insights to make better and faster decisions. 
To respond to COVID19, governments around the world faced two incredibly hard choices: lockdown and prevent spread, but risk economic collapse and potentially many dying from non-COVID reasons – OR – start opening up to minimise the socio-economic fallout, but risk COVID-19 resurgence. We proposed a plan that helped make these choices in the most informed, feasible and timely way. 
The SCALE project demonstrated how CERP can leverage and combine capabilities across verticals for a unique and holistic problem-solving approach. Policy Advisory led knowledge production, stakeholder management, and end-to-end strategic oversight of the programme. The Survey and Research teams at CERP worked closely with the Punjab Health Department on building survey instruments, implementing the surveys and collecting data, while the Data Analytics team worked on extracting insights and analytics.

Social Inclusion for Education: Community Awareness Campaign

Client: World Bank/PMIU-PHCIP

Recognising the importance of community awareness of Early Childhood Care and Education (ECCE), social mobilisation has been made an integral part of the government’s Punjab Human Capital Investment Project (PHCIP). The purpose is to run a cohesive community awareness campaign to improve parents’ and community’s understanding of the importance of quality ECCE as a holistic development approach to a child’s social, emotional, cognitive and physical needs to build a solid and broad foundation for lifelong learning and wellbeing. Social is also aimed at sensitising parents, teachers, guardians and the community on enrollment in ECCE, child safeguarding, gender equity and gender-based violence (GBV), clean and green initiatives including WASH, Grievance Redressal Mechanism (GRM) of PHCIP.  
 In this regard, CERP will provide training to Social Mobilisers, enabling them to effectively conduct community awareness sessions through a school cluster-based approach. We will ensure that social mobilisers are well-informed, trained and apprised with the technical knowledge and contextually relevant understanding of the aforementioned thematic areas. Additionally, we will provide social mobilisers with necessary material, which will include a session script to engage school councils, parents, teachers, caregivers and other community notables for awareness raising and sensitisation on ECCE and allied thematic areas. CERP will also provide training on community engagement, best practices of social mobilisation, public speaking, and leadership to refurbish their existing skills. 

Khyber Pakhtunkhwa Integrated Tourism (KITE)

CERP is conducting asset valuation and options analysis for 19 hotels handed over to KP’s department of tourism by the PTDC. In order to ensure that each property is outsourced in an optimal manner, CERP is conducting a market research survey in 8 districts of KP including but not limited to a demand survey to determine the target market’s preferences and willingness to pay for the fulfilment of these preferences. Based on the results of the demand survey, broader market research including competitor analysis, historical sales records of each property and valuation models used in the hospitality industry, we will conduct a financial evaluation of each property. Architects, civil engineers and contractors will be engaged in developing a cost estimate for upscaling and refurbishing each property in line with Environment & Social Safeguard guidelines. All estimates for refurbishment and construction will be given with consideration to KITE’s Environmental and Social Safeguard Framework.
CERP will Compare and Analyse different outsourcing options through a multidimensional model to recommend GoKP as the optimal outsourcing option for each property.  Lastly, CERP will develop a detailed transaction structure for each property and its associated optimal operating model including but not limited to defining stakeholder rights, income-sharing terms, risks and terms of contracts.

Regional Plan for Sustainable Development in South Punjab

CERP is developing a holistic strategy document and guideline to help accelerate growth and development, alleviate poverty and improve economic outcomes in South Punjab.
This is a WIP project, divided into four phases. In the first phase, we will understand the existing frameworks and documentation and develop an evidence-based understanding of the challenges the region faces and identify interventions. In phase 2, we will map the stakeholders, and organise conferences to gain effective input from stakeholders on sustainable growth of the region. In Phase 3,  we will outline a detailed development plan identifying the strategies, frameworks and objectives. In Phase 4, we will present the overall sustainable development plan to participants from a variety of sectors.

National Study on Alternate Dispute Resolution Methods in Pakistan

Policy Advisory will create a holistic and all-encompassing strategic document that seeks to provide policy recommendations for reforming and strengthening Alternative Dispute Resolution (ADR) mechanisms in Pakistan. This document will address the gaps in the laws and rules for ADR. Since the UNDP Rule of law Programme in Pakistan’s focus is equal access to justice particularly for women and marginalised groups, these policy recommendations need to be sensitive to the requirements of the target groups by adopting a gendered perspective.
We will provide a systemic approach involving women, children, and marginalised communities across Pakistan. We understand processes to involve deep engagement with a wide range of stakeholders which must be done both formally and informally. The engagement in the form of interviews, zoom, calls, Focused Group Discussions (FGDs), Key Informant Interviews (KIIs) will feed into our research while ensuring representation from Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan, Gilgit Baltistan and Azad Jammu Kashmir. We will research laws and policies which need to be amended and compare them with India, UK, Canada, Australia, Italy, Turkey and Singapore to arrive at best practices. This will result in identification of knowledge gaps and potential for expanding ADR in Pakistan.
Policy Advisory will evaluate the effectiveness of ADR venues in terms of price, the speed with which conflicts are resolved, the presence or absence of women and other minorities, and the sensitivity of agreements to gender and sexual orientation issues. By conducting this Policy Analysis, we aim to propose reforms and improvements to alternative dispute resolution (ADR) mechanisms in Pakistan, such as model rules for ADR forums attached to courts and statutory ADR forums.

Multiple Micronutrient Supplements (MMS) for Antenatal Care

Client: Multiple Micronutrient Supplements (MMS) for Antenatal Care

CERP provided advisory on the landscape around nutrition and healthcare for pregnant and lactating women in Pakistan. The advisory included an understanding of policy landscape, health, behaviours, products and supplements, and logistics and supply chain.
Recent evidence outlines that using Multiple Micronutrient Supplements (MMS) promotes better health amongst women than Iron and Folic Acid (IFA) supplements. Scaling MMS in Pakistan would be a powerful life-saving intervention, especially for women of reproductive age (WRA).
CERP’s policy advisory worked directly with multiple non-profits to come up with a strategy of promoting the use of MMS for improved women’s health. 
We helped the local health ministries with technical support in identifying “demand/supply” barriers, and in designing a comprehensive distribution strategy to improve women’s nutrition and antenatal care.  The Advisory team built an execution plan and completed a formative evaluation.
The objective of this engagement is to promote maternal health in Pakistan by introducing and distributing MMS which is increasingly seen as a better alternative to the standard for maternal care, iron and folic acid (IFA) supplements. A humanitarian agency – Kirk Humanitarian intends to donate MMS and advocate for the health departments to switch from IFA to MMS after successfully piloting the new supplements. The Advisory team put together an execution plan for this project and completed a formative evaluation. This revealed that there would be several logistical and supply chain issues to manage while bringing a new supplement to Pakistan. For this purpose, a short-term consultant with supply chain experience was engaged to advise on logistics and distribution.

Leveraging our understanding of the Pakistani context, its constraints, ICT sector stakeholder and advocacy circles, Policy Advisory has been able to coach a Big Tech firm on Pakistan’s ICT sector policy and regulatory landscape. This has enabled them to understand the nuances of policymaking in Pakistan, as well as opportunities and risks for market entry into the country.
